After making an exception for aborts and non-HTTP(s) URLs, this now matches the Chrome/Firefox behavior + reported bugs like [this one](https://bugzilla.mozilla.org/show_bug.cgi?id=1523275). Corresponding [WPT PR](https://github.com/web-platform-tests/wpt/pull/30970) is also ready to be merged.
