To correct a comment above, SPC does not depend on bank cooperation. SPC would most certainly benefit from bank cooperation, but SPC can be deployed in a variety of ways with a variety of benefits. 
In a given payment system there may be an "optimal" relying party (e.g., the bank for 3DS, or the card network for SRC). But there may be other relying parties (e.g., PSPs) given other rules and practices (e.g., delgation) in the ecosytem.
