Re: [w3c/manifest] Example suggests that `icons` `sizes` mean a minimum size, but normative text doesn't support that (#925)

Looking at the code, chromium actually doesn't even use the size field of the icons. It uses the downloaded size of the icon instead. the only place we need to use the size but don't is for SVG images with no reference size.

Would it be weird to remove the size from the spec? or call them hints?
