I agree that order does matter for shortcuts. I was meaning the order of the user preferences. So if multiple preferences match, the order in which they are defined decides which override to use. This is discussed [earlier in the thread](https://github.com/w3c/manifest/issues/975#issuecomment-857438847). It isn’t a problem right now with just light and dark color schemes but could be an issue in the future.
Whereas the ordering of languages doesn’t matter. For example it makes no difference whether “fr” is defined before or after “de”.

If we decide order isn’t important for user preferences, then I like the structure of the translations proposal.
