This matches 8d343bbcefc952fedc22e4020518acf52548a483 except for the name.

Given the wording in https://httpwg.org/http-core/draft-ietf-httpbis-cache-latest.html#rfc.section.4.3 I'd be inclined to stick with "validated". @mnot thoughts?

(I also reopened #40 to reconsider exposing some of this directly to web developers as obtaining it through the Resource Timing API seems less than ideal.)

Does this only match Chrome or also Firefox? Safari does not expose `transferSize` at all?
