[w3c/ServiceWorker] Add CSP initialization check (#1591)

This is a companion PR to https://github.com/w3c/webappsec-csp/pull/493. That PR requires calling the check for blocking ServiceWorkers which try to enforce sandboxing via CSP directly from ServiceWorker.
