Re: [whatwg/streams] Fix dfn refs for arguments of "TransformStream/set up" (#1119)

Thanks for catching this. I believe it probably referenced the "live spec" at `https://streams.spec.whatwg.org/`, which at the time of deploy, exported these. There's no way to tell Bikeshed "this is an internal reference, so if it doesn't exist in the current document, error!"
