Re: [w3c/permissions] Explicitly limit permission lifetimes (#231)

@pes10k, there is nothing specific in https://github.com/w3c/permissions/issues/231#issuecomment-652041324 that doesn't apply generally to any API requesting permissions. It wouldn't be something that would be added to the Geolocation spec - thus we would just end up back here again. As @martinthomson suggested, it would be better to be generally opinionated in the Permissions spec (which Geolocations now hooks into to get its permission), then have some one off text in Geo.
