I think you are confused. The Geospec has gone to REC multiple times:

 * W3C Recommendation 8 November 2016
 * W3C Recommendation 24 October 2013

This amended Recommendation, for which comment was sought, is being updated to match what is shipping in multiple engines (and to align where they don't). If you'd like to see something specific added to the amended Geolocation specification that matches multiple implementations, then I kindly ask you send a pull request with those changes (or at least be more clear about exactly what you'd like to see changed so as Editor I can put together a pull request on your behalf, and we can talk about possible tests, implementation timeline, etc.). We would still need to get backing from multiple implementers on adding whatever you are suggesting, but that shouldn't block republishing the very much out of date spec because it doesn't have a particular thing that you'd like to see.

This issue is widely applicable to all permissions, so the general consensus is that this issue belongs here - see above about sending a pull request with changes instead.
