If you know for sure that you don't intent to go to REC, it's worth saying to keep everybody on the same page, but otherwise, I don' think it is particularly necessary to write anything. Besides, P2020 also allows Living Standards at the REC stage (See https://www.w3.org/2020/Process-20200915/#candidate-changes and https://www.w3.org/2020/Process-20200915/#revised-rec-substantive), so I don't think it is helpful to tell working groups that if they want living standards, they should declare an intent not to go to REC. In any case, the Process lets you change your mind at anytime, and does not require committing to a particular approach ahead of time. Unless a Group explicitly wants to prevent itself from changing its mind later, there's no particular need for a charter to lock in a particular way ahead of time.
