[w3c/editing] VirtualKeyboardAPI spec draft (#309)

This is the first draft of the spec to iterate on.
No tests, so far, just the wording around the behavior of the API.
There are a few respec errors that we'll be looking at as well.

The following tasks have been completed:

 * [ ] Confirmed there are no ReSpec/BikeShed errors or warnings.
 * [ ] Modified Web platform tests (link to pull request)
