[w3c/permissions] Linking error (#242)

@jyasskin, sorry, I have a n00b bikeshed question... I'm getting the following error: 

```
bikeshed --die-on=link-error spec "index.bs" "index.bs.built.html" 
      LINK ERROR: No 'dfn' refs found for 'installed web application' that are marked for export.
      [=installed web application|install=]
```
I've confirmed that "installed web application" is exported from "appmanifest", but I don't know why bikeshed doesn't pick it up?

Do I need to tell bikeshed to specifically go and look in "appmanifest" somehow?
