Re: [whatwg/fetch] Draft changes to "obtain a websocket connection" (#1244)

I fixed that (mostly). Now #1245 needs to land at which point we can draft the changes needed to "obtain a connection". For the eventual commit message, this will fix #1243.

(Not necessarily a fan of the naming, e.g., "inner obtain a WebSocket connection". Suggestions appreciated.)
