[w3c/permissions] Remove 'device-info' permission (#253)

closes #203

The following tasks have been completed:

 * [ ] Modified Web platform tests - change to IDL will be handled Automatically. 

Implementation commitment:

 * [X] WebKit - not implemented. 
 * [ ] Blink - doesn't seem to be implemented
 * [X] Gecko - not implementer
