@snianu's understanding seems correct (this was recently documented in lots of misc CL comments).

fwiw I've drafted some documentation for my understanding of Chrome's clipboard, including a brief [history/summary](https://chromium.googlesource.com/chromium/src/+/main/third_party/blink/renderer/core/clipboard/README.md#sanitization) of how/what we sanitize.
