[In case 1 above](https://github.com/w3c/permissions/issues/162#issuecomment-883020373), I suggested that maybe the browser should wait and deliver the changes... but now I thinking it's not worth it (given complexity), and we should do as you eluded to: let the developer recheck the permission state themselves on `"pageshow"`. 

That keeps things simple and provides all the necessary assurances that everything is up to date with respect to any permission.
