[w3c/editing] Distinguish paste types (#313)

In some situations editing apps may allow some types of paste and not other (plain text vs richtext vs images). It is confusing for end users when their browser's user interface allows them to paste richtext, when it ends up being filtered down to plaintext or when their browser allows them to choose an image to paste from an internal library when the receing editing app doesn't allow images at all.

It, therefore, needs to be possible to specify which kinds of paste are disabled.
