I believe perhaps there is a misunderstanding about what the quoted text in section 3.5 above says.  It does not say CHIPS creates a new side channel.  It says that if a previously existing side channel is used to create an identifier, then CHIPS provides a place to store that identifier.  This is, however, no different from the numerous other places that can be used to store state on the web platform.
