Re: [w3ctag/design-reviews] First-Party Sets (#342)

This issue came up in the context of [our review of the SameParty cookie attribute](https://github.com/w3ctag/design-reviews/issues/595) proposal. ([Discussion from our TAG breakout session](https://github.com/w3ctag/meetings/blob/gh-pages/2021/telcons/02-08-agenda.md).)

We are finding that this proposal for first-party sets prompts more discussion in the context of cookies than it did on its own.

So we are reopening this issue to continue that discussion.
