Re: [w3c/permissions] Add an introduction section? (#274)

I moved that text as part of the editorial rewrite/reorganization I did recently.

Regardless, a new informational introduction as I described above would be really nice. IMO, the old “Scope” section wasn’t working as well as it could as an introduction, so I’m excited to work with @miketaylr on a new one. Would be great to get your review @jyasskin.
