[w3c/permissions] Tracking issue for Safari returning different results for current permission state (#278)

Currently, Issue 1 states:

We should probably track that issue on GitHub - so this issue exists for that. We should link this issue to the spec text until it's resolved.

> Safari is the only known UA that returns different results from this algorithm for different settings objects with the same origin. We should test which of the several possible settings objects it uses.
