Re: [w3ctag/design-reviews] Secure Payment Confirmation (#544)

Bonjour TAG!

I wanted to note that we have now updated [our explainer](https://github.com/w3c/secure-payment-confirmation/blob/main/explainer.md) to match the current proposed API shape and to better discuss security & privacy considerations.

As such, we would like to formally request that the TAG take another look at this request, as it looks like the initial review quietly dropped off around late January.
