[whatwg/fullscreen] Define top layer behaviour with pointer-events: none; ancestors (#196)

Right now pointer-events: none ancestors for top layer elements in Chrome makes modal also invisible to hit testing.

It's not the case for Firefox however.

It would be nice to define this clearly in https://fullscreen.spec.whatwg.org/#new-stacking-layer
