[w3c/editing] Create a GitHub repo for VirtualKeyboard API? (#328)

Now that the VirtualKeyboard API is out of the incubation period, shall we move it out of the [editing](https://github.com/w3c/editing) repo? I'd be happy to create a VirtualKeyboard repo under w3c if you think it helps to manage the changes.
