Right, but there's also no way we'll convince the long tail of intermediaries to opt in to a new system, so either way, there's no perfect solution. We're just trying to figure out the way to have the most impact for the most users. As I mention, I think on a practical matter, that means providing clear guidance for high-value websites to take action (independent of intermediaries), while also working long-term to provide solutions/guidance for intermediaries to update to.
