@dmurph, yes I authored the glitch showing the scope hack to get multiple PWAs installable with the root scope. This is really just a workaround we may be relying on until the `scope_extensions` work is completed.

What does the process look like from proposal to being implemented/rolled out in Chromium for `scope_extensions`?
