I agree with @torgo. Also, as I understand other browsers user partitioned cookies today, so why don't they need a proposal like this? Do they have an exception list or similar? This should be part of the introduction section in the explainer: What is partitioning? Who is using it today? pros/cons?

Now I read this on a webkit blog "As of ITP 2.1, partitioned cookies are no longer supported and third-parties classified with cross-site tracking capabilities now have to use the Storage Access API to get any cookie access."

So other browsers are moving away from partitioned cookies? All of this should really be discussed up front in the explainer
