Yes the height would be 0.  We wrote something about floating keyboard UI in the [explainer under the non-goals section](https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/main/VirtualKeyboardAPI/explainer.md#non-goals).  In short, we don't want the author to compete with the user when the user is in charge of positioning the keyboard.
