Re: [w3ctag/design-reviews] CSS page-orientation descriptor (#515)

@cynthia and I talked about this in a breakout.  As I've said in other places (e.g., mozilla/standards-positions#346), this is a small feature, a total hack, but I think it's fine.  (At some point I'd be interested in seeing a clearer processing model for the interaction of `@page` rules with available paper sizes; I think the [current spec section](https://drafts.csswg.org/css-page-3/#renderingpages) could have more detail.)
