Re: [heycam/webidl] Syntactic way to mark as historical/deprecated (#910)

I think the word "deprecated"ᅟ in general means the feature will actually disappear in any near future. Since many of (if not all) historical features can't be removed anytime soon, I would prefer `[Historical]` here to prevent confusion.
