[whatwg/streams] Update Byte Streams Explainer (#1088)

Based on a response on https://github.com/w3ctag/design-reviews/issues/567, this pull request adds some relevant sections (e.g. the goals, non-goals, alternatives, and exact API proposed) to the explainer to provide more clarity on the Readable Byte Streams API.
