Re: [w3ctag/design-reviews] WebXR Layers (#528)

@cabanier one more editorial feedback about the explainer. The two introduction sections offer little motivation to users who aren't deeply familiar with WebXR, rendering or composition. It will go a long way if you can add a bit more details to that end.

Towards the end of the explainer there is usually a section that describes other approaches that were considered and why this is one the best. Given there are so many capabilities in this spec I can see why that could be difficult and hope you can offer at least some view into your decision making.
