Thank you for bringing this up, the draft explainer you got is prepared for review. 
With regard to the [Content module](https://w3c.github.io/personalization-semantics/content/index.html) (AKA Module 1) document, which is mentioned in Explainer, we want to publish the document as CR this time, but it is not fully ready for review yet, we may have some updates on this document in the next few days. I will leave a comment here when the Content document is ready. Thank you.
