Re: [w3ctag/design-reviews] Contact API (#337)

And as far as issues raised in this review, I suppose I see three major ones:
* https://github.com/w3ctag/design-reviews/issues/337#issuecomment-460555385 raising the issue of how this differs from previous contacts proposals
* risks of abuse, which seems to have led to updates to the explainer
* `<input type=contact>` alternative
