[whatwg/url] Adding a Navbar to entire website (#496)

#How it works
1. Navbars require a wrapping .navbar with .navbar-expand{-sm|-md|-lg|-xl} for responsive collapsing 
   and color scheme classes.
2. Navbars and their contents are fluid by default. Use optional containers to limit their horizontal width.
3. Navbars are hidden by default when printing. Force them to be printed by adding .d-print to the . 
   navbar.

#Why is it  necessary
An easily navigable website increases the time a visitor or customer remains on your website.  This allows visitors more time to explore your website and discover information about your company.  If visitors/customers visit your website and find that it is difficult to navigate, they may not want to take the time to dig through your website and may “bounce.”
