Otherwise, a SW that outlives "clear cookies" can use one of the already exposed persistent storage APIs (IndexedDB, Cache API, maybe more) to store a user identifier that outlives "clear cookies". Anyhow, in that case, this should be written down somewhere ;) and definitely in the considerations of this api? Just let's be clear about this.
