Re: [w3c/manifest] BREAKING CHANGE: remove beforeinstallprompt event (#836)

We don't currently implement it. I don't think we've considered whether we would eventually.

`appinstalled` doesn't seem obviously harmful, but it's not clear what the use case is. From what I can tell, neither the explainer nor the spec explain why it might be useful to listen to this event. If the use case is to indicate completion of an in-page install button, then it makes sense for it to be tied to `beforeinstallprompt`. If there are other use cases, it would be good to know.
