Re: [w3c/manifest] BREAKING CHANGE: remove beforeinstallprompt event (#836)

Great thanks. Can you spin up a new BIP repo (WICG/beforeinstallprompt) and if you want, you can leave it empty. I'll paste my text in there.

Before we move stuff there, we should decide on whether we're going to:

a) Jettison all of the "Install prompts" section, or
b) Surgically remove BIP from the "install prompts" section as I have done in #843 (my preference).

This decision will affect how much text has to go into the BIP repo. I'll leave it up to @marcoscaceres to decide between the two.

@othermaciej no problem, "not" and "now" are annoyingly close and mean basically the opposite :)
