[w3c/editing] moving the explainer editing repo (#238)

Closes #235 

Moving the explainer doc and current open issues to discuss closer to the editing folks.
we'll start an **unofficial** spec draft in the same repo as well.

The following tasks have been completed:

 * [ ] Confirmed there are no ReSpec/BikeShed errors or warnings.
 * [ ] Modified Web platform tests (link to pull request)
