Re: [w3c/manifest] Add reference to license/usage permission of assets in manifest (#849)

Interesting idea, but I still worry about a blanket "asset_usage_consent" and what it actually means (legally speaking, which will get complicated). Just thinking there is some overlap with robots.txt?
