Re: [w3ctag/design-reviews] Write up the Secure Stop issue for ddorwin (#73)

Update on EME `persistent-usage-record` session:

- It's been brought back to the latest [EME editors draft](https://w3c.github.io/encrypted-media/#dom-mediakeysessiontype-persistent-usage-record) by the [Media Working Group](https://github.com/w3c/encrypted-media/pull/462).
- Since it's a clean reland, we'll reuse this thread as the TAG review for the feature to guide the implementation.
