Re: [whatwg/encoding] Consider defining Japanese encoding sniffing (#157)

Since Firefox 73, Firefox [does more content-based encoding guessing](https://hsivonen.fi/chardetng/). However, unlike I anticipated in my previous comment, this did not obsolete the Japanese-specific detector that I described above. It still runs for unlabeled pages on the .jp TLD instead of the new generic detector.
