[w3c/manifest] "Authority of manifest" section is wrong (#888)

The section "Authority of the manifest's metadata" suggests that the manifest overrides the document.

This shouldn't be true, at least for theme color, where the in-scope document theme color overrides the manifest. (See #755)

Consider removing this section entirely, or rewording to carve out an exception for theme color.
