Re: [w3c/manifest] Example suggests that `icons` `sizes` mean a minimum size, but normative text doesn't support that (#925)

Maybe we should add normative text:

1. Sort the list of icons by appropriateness.
2. Remove any inappropriate icons from the list.
3. Choose the most appropriate.
