So I think you're asking about the requirement in the [Blink process](https://www.chromium.org/blink/launching-features) that you get TAG review.  If that's the case -- then I'd note that the TAG is an elected body within the W3C and not part of the Blink or Chromium projects.  So if you're trying to get permission from the Blink project to skip requesting a TAG review on the basis of earlier discussion that happened in this issue, then I think you should be asking Blink folks for that, not the TAG.
