@annevk according to @guidou in https://github.com/w3c/mediacapture-output/issues/91#issuecomment-631292899, Chrome only ever implemented the [implicit consent](https://w3c.github.io/mediacapture-output/#privacy-obtaining-consent) part of the spec (implicit through microphone permission) 

They removed the unused `"speaker"` permissions policy in [crbug 985892](https://bugs.chromium.org/p/chromium/issues/detail?id=985892#c3).
