I have a PR in progress for stage 1 https://github.com/whatwg/streams/pull/1053 which I hope to land soon. It can be tested in Chrome using the --enable-experimental-web-platform-features flag.

Stage 2 is still in the early design stages and I wouldn't expect it to be implemented this year.
