I have put up a counter-proposal PR at #843. The normative effect of which should be largely the same as this PR, but it preserves the text of BeforeInstallPrompt non-normatively. Also, I think this PR was over-zealous with its removal; it not only removes BeforeInstallPrompt but all of the normative prose surrounding install prompts, which I think is worth keeping.
