I've expanded the `Abuse` [section](https://github.com/WICG/contact-api#abuse-scenarios) in the explainer to cover potential scenarios, explained how the spec protects against those, and what implementers should be wary of.

The spec does have a privacy [section](https://wicg.github.io/contact-api/spec/#privacy). I've added some extra [UI requirements](https://wicg.github.io/contact-api/spec/#contact-picker) that tie in to the abuse scenarios.
