I'm implementing the WebKit behavior in chromium now.
As Hayato mentioned in [this comment](https://github.com/whatwg/dom/issues/746#issuecomment-479736353), wouldn't this be a big enough change to break websites? @rniwa did implementing this in WebKit really have no negative impact on websites?
